As the only New Hampshire-based law firm certified as "recognized bond counsel" by The Bond Buyer, Devine Millimet's municipal bond attorneys are part of the most active bond counsel practices in Northern New England. As a result of our reputation and competitive fee structure, over the last three decades the firm has acted as bond counsel to meet the capital and operating cash needs of a majority of New Hampshire's cities, all of its counties, and most of the state's towns, school districts, and village districts in a wide variety of publicly offered and privately placed general obligation bonds and notes. The firm has also established a growing bond counsel practice in the Commonwealth of Massachusetts. In this capacity, Devine Millimet has established longstanding, constructive personal relationships, not only with the issuers of municipal debt, but also with all of the active players in the region's public finance marketplace, including the New Hampshire Municipal Bond Bank, the U.S. Department of Agriculture, and the state's Department of Revenue Administration, as well with the financial advisors, underwriters, and financial institutions who are engaged in these financings. The firm also frequently serves as underwriter's counsel in connection with general obligation bonds and notes that are sold on a negotiated basis.

Devine Millimet also maintains an active bond revenue practice, frequently acting as bond counsel to the Business Finance Authority of the State of New Hampshire (the BFA) and serving as underwriter's counsel for issues involving both the BFA and the New Hampshire Health and Education Facilities Authority. The firm also frequently serves as issuer's counsel for a number of the state's larger nonprofit educational and healthcare organizations, including Dartmouth-Hitchcock Obligated Group and University System of New Hampshire.
